Establishes a "gold star - purple heart medal" specialty license plate option for qualifying family members of service members who died due to hostile action in a combat zone.

Requires applicants to furnish a statement from the division of veterans services certifying eligibility, including proof of qualifying familial relationship and the service member's death due to a qualifying cause.

Exempts spouses, parents, and stepparents from paying special plate program fees for gold star or gold star - purple heart medal plates; other qualifying family members pay $35.00 initial fee and $25.00 annual renewal fee.

Allows qualifying family members to register up to two motor vehicles with gold star plates and transfer plates to another vehicle upon payment of transfer fees; plates cannot be registered on vehicles over 26,000 pounds maximum gross weight.

Gold star or gold star - purple heart medal plates may be retained by surviving spouses and are not subject to discontinuance under state law.
