Creates the Idaho Global Entrepreneurial Mission (IGEM) grant fund in the state treasury, funded by electric vehicle registration fees, state appropriations, commercialization revenues, grants, federal moneys, and donations.

Establishes the Idaho Global Entrepreneurial Mission Council with membership including four private sector representatives, the commerce director, state board of education member, Idaho National Laboratory/Center for Advanced Energy Studies representative, representatives from three state universities, and legislative designees.

Requires the Department of Commerce and IGEM Council to ensure appropriate use of funds, evaluate technology transfer best practices, establish economic development objectives for projects, and monitor research compliance with legislative intent.

Authorizes the state board of education and Department of Commerce to allocate funds to Boise State University, University of Idaho, and Idaho State University for IGEM-designated research conducted by faculty teams.

Establishes revenue distribution priority for commercialization proceeds: first to reimburse commercialization costs, then to research faculty, then up to 25% to general fund, up to 5% to IGEM grants, and remaining funds distributed to universities based on their research participation.
