Amends Idaho Code Section 45-1910 to clarify lapse dates for state liens recorded with county recorders between January 1, 1993, and June 30, 1993, which lapse on the fifth anniversary of recording unless a renewal notice and transition notice are filed with the Secretary of State before July 1, 1998.

State liens recorded between July 1, 1993, and December 31, 1997, remain effective beyond June 30, 1998, only if a notice of transition is filed with the Secretary of State during the transition period, with effectiveness lapsing on the fifth anniversary of the original county recording date.

State liens transitioned to the Secretary of State remain in effect on the Secretary of State's records pursuant to continuation procedures in Section 45-1906, despite having lapsed with the county recorder.

Child support delinquency liens recorded with a county recorder lapse on July 1, 1998, unless a transition notice is filed with the Secretary of State, after which they remain effective until a release notice is filed.

Declares the act an emergency, making it effective upon passage and approval.
