Change coroner's duty from "must cause" to "shall cause" burial or cremation of unclaimed bodies when no person takes charge within 14 days of death, with county bearing expenses if estate lacks sufficient property.

Revise Section 31-3412 to title it "Indigent Burial or Cremation" and require application be made prior to services rendered and pursuant to negotiated agreement terms, with county remaining free from liability.

Authorize funeral establishments, cemeteries, and crematory establishments to rely on and dispose of human remains upon receipt of authorization forms signed by the decedent, person with right to control disposition, or county coroner, with no liability for such disposal.

Remove from Section 14-107 the public administrator's duty to "make burial arrangements in all cases where there are no known personal representatives," leaving only the duty to determine if heirs or wills exist.
