Establishes an $8.00 fee for issuance or transfer of every certificate of title on a new or used vehicle, to be deposited into the public safety and security information fund (ILETS fund), with the board authorized to set a lesser amount by rule.

Requires all certificate of title issuance or transfer fees collected under section 49-202(2)(q) to be paid into the ILETS fund established in section 19-5202, Idaho Code.

Makes technical corrections to section 49-202 by renumbering subsections (7) through (30) to (8) through (31) to accommodate the new fee provision.

Clarifies that the ILETS fund receives both quarterly access fees from participating departments and agencies and all certificate of title fees collected pursuant to the motor vehicle registration statute.
