Adds new Section 61-502C to Idaho Code requiring disclosure of electricity rate impacts during public utility capital planning processes before the Idaho Public Utilities Commission.

Defines "large capital expenditure" as any investor-owned utility investment seeking cost reimbursement and returns on capital in future PUC proceedings that would have a significant impact on electricity rates, as determined by the PUC through rulemaking.

Requires the Public Utilities Commission to mandate that utilities disclose any anticipated impact on rates or tariffs over the planning period associated with large capital expenditures during any planning process.

Establishes that "disclose" means to be clearly and expressly stipulated in a public record as defined in Idaho Code Section 9-337.

Declares an emergency, making the act effective upon passage and approval.
