Amends Idaho Code Section 37-2726 to revise provisions governing the controlled substances prescriptions database maintained by the board.

Requires all controlled substances prescriptions dispensed for humans to be filed electronically with the board in a format established by board rule.

Establishes authorized users of the database including board investigators, law enforcement, health and welfare department officials, prescribing practitioners, dispensing pharmacists, prescription recipients, courts, and prosecutors.

Imposes criminal penalties of up to 6 months imprisonment and/or up to $2,000 fine for knowingly misrepresenting eligibility to access the database or for unauthorized disclosure of patient information from the database.

Requires the board to maintain records of all database access including identification of requesters, information provided, and date/time of requests; all costs for recording and submitting data are borne by the dispensing practitioner.
