• Consolidates soil conservation district elections with county elections held on the first Tuesday following the first Monday of November in even-numbered years, with county clerks conducting elections and bearing costs.

• Revises voter registration requirements to reference "identification card issued by the Idaho transportation department" instead of driver's license, and allows use of last four digits of social security number as alternative.

• Allows "unaffiliated" electors to affiliate with a political party by filing a form or declaring affiliation on or before election day, with party affiliation recorded in voter registration system after primary election.

• Prohibits candidates from appearing on ballots for more than one partisan office, except precinct committeemen may seek one additional office on the same ballot.
