Allows school districts experiencing a 3% or more decrease in average daily attendance during the 2011-2012 school year to base funding on the prior year's attendance minus 3%, with this provision expiring July 1, 2012.

Establishes that students in an attendance area previously designated for transfer to another state in 2011-2012 shall be counted as a separate school when a district begins providing services to them, with exceptions to minimum support unit requirements.

Provides that if the school district assigned a minimum divisor receives students under these provisions, the separate school counting those students shall be assigned a divisor that is two (2) less than the minimum.

Maintains existing provisions for separate elementary and secondary schools, hardship schools, remote schools, and schools at specified distances from other district schools.

Allows the state board of education to approve hardship elementary schools as separate attendance units when special conditions exist and retention results in substantially higher per-pupil costs.
