Repeals existing Section 33-1002A and replaces it with new provisions effective fiscal year 2013 governing fractional average daily attendance for students attending multiple schools or taking online courses.

No student shall be funded at a rate exceeding a single full-time student funding rate for their resident school district, though parents and schools may enroll students in additional courses at their own cost.

Defines a full-time secondary student as one enrolled in at least one-fourth of the coursework necessary for high school graduation per school year, and requires students to attend at least one course in a public high school or charter school to be eligible for funding.

Online course attendance is calculated by dividing the number of courses a student takes through an external provider by the number of periods in the published school calendar, with payment to online providers set at two-thirds of the single student funding rate per period.

Prohibits online course providers from offering courses that have not been approved by the Idaho Department of Education, but presumes that online courses offered by postsecondary institutions authorized in Idaho meet state standards.
