Appropriates $58,074,200 to the Division of Professional-Technical Education for fiscal year 2013 (July 1, 2012 through June 30, 2013) across five program categories: State Leadership & Technical Assistance ($2,216,600), General Programs ($14,997,700), Postsecondary Programs ($35,452,800), Underprepared Adults/Displaced Homemakers ($1,917,300), and Related Services ($3,489,800).

Provides a 2% pay increase for all classified and nonclassified permanent performing employees, including adjunct faculty at colleges and universities, who are rated as "achieves" or better on performance plans.

Directs agencies with excess personnel cost appropriations or salary savings from turnover to use such funding for merit increases to recognize and reward permanent and temporary state employees.

Authorizes the Director of the Department of Administration to maintain the current health insurance benefit package, which may require cost sharing by employees for increased insurance costs.

Reappropriates any unexpended and unencumbered balances of dedicated funds and federal funds from fiscal year 2012 to the Division of Professional-Technical Education for nonrecurring expenditures during fiscal year 2013.
