Appropriates $23,604,100 from the General Fund and $50,000 from the Equine Education Fund to the University of Idaho's Agricultural Research and Cooperative Extension Service for the fiscal year July 1, 2012, through June 30, 2013, totaling $23,654,100.

Provides a 2 percent pay increase for all classified and nonclassified permanent performing employees, including adjunct faculty, rated as "achieves" or better on performance plans.

Directs agencies and institutions to use excess personnel cost appropriations or salary savings from turnover to fund a merit increase component to recognize and reward permanent and temporary state employees.

Supports the Governor's recommendation to fund increases in health insurance benefit costs while maintaining the current benefit package, which may require cost sharing by employees.

Directs the Department of Administration director to administer the state insurance plan and adjust employee cost sharing as necessary for increased health insurance expenses.
