Expands dental coverage for pregnant women, participants on the aged and disabled waiver, and developmental disability waiver beneficiaries to include evidence-based practice services beyond basic medically necessary oral surgery and palliative care.

Maintains limited adult dental coverage restricted to medically necessary oral surgery, palliative services, and associated diagnostic services, while children retain full access to prevention, diagnosis and treatment services.

Grants the Department of Health and Welfare expanded rulemaking authority to modify payment structures, eliminate administrative requirements, and restrict duplicative services across medical, mental health, in-home care, vision, audiology, and developmental disability services.

Authorizes the department to change primary case management to tiered payments based on health needs, eliminate certain assessments and coordinative requirements, and restrict duplicative skill training between mental health and developmental disability providers.

Permits the department to implement changes to certified family homes including new approval criteria, recertification processes, and licensing fees to cover certification costs.
