Changes livestock auction sale requirement from "licensed public livestock auction market" to "public livestock auction market" by removing the word "licensed."

Requires verified notice containing specific information including time, place, date of auction, lienor and owner contact information, livestock identifying details (number, breed, current brand), and a statement that section requirements have been met.

Directs sale proceeds to be applied first to any prior perfected security interest, then to the lien and costs, with any remainder paid to the owner.
