Amends Idaho Code Section 67-6512 to establish that special use permits may be granted when the proposed use is conditionally permitted by zoning ordinance, subject to conditions and the ability of political subdivisions including school districts to provide services.

Requires at least one public hearing with 15 days' prior notice published in official newspapers, posted on premises one week before hearing, and provided to property owners within 300 feet of the affected land and any substantially impacted areas as determined by the commission.

Allows local governments to use alternate notice procedures by ordinance when 200 or more property owners must be notified, including display advertisements at least 4 inches by 2 columns in the official newspaper at least 15 days prior to hearing.

Permits conditions on special use permits including minimizing adverse impacts, controlling development sequence and timing, designating exact location and nature of development, requiring public facilities or services, and requiring mitigation of effects on service delivery by political subdivisions.

Amends Idaho Code Section 67-6516 to clarify that exceptions or waivers of standards other than use in zoning ordinances may be permitted through special use permits or administrative processes specified by ordinance.

Declares an emergency and provides retroactive application to all permits and approvals granted prior to the effective date.
