Appropriates $1,680,500 to the Division of Human Resources from the Division of Human Resources Fund for July 1, 2012 through June 30, 2013, consisting of $1,007,400 for personnel costs and $673,100 for operating expenditures.

Limits the Division of Human Resources to a maximum of 13 full-time equivalent positions during the fiscal year 2013 period, unless specifically authorized by the Governor, with prompt notification to the Joint Finance-Appropriations Committee of any increases.

Provides 2% pay increase for all classified and nonclassified permanent performing employees rated as "achieves" or better on performance plans, including adjunct faculty at colleges and universities and probationary permanent employees making satisfactory progress.

Directs agencies and institutions with excess personnel cost appropriations or salary savings from turnover to use such funding for merit increase components to recognize and reward permanent and temporary state employees.

Supports Governor's recommendation to fund increases in health insurance benefit costs and directs the Department of Administration to maintain current benefit packages to the extent possible, which may require cost sharing by employees for increased health insurance costs.
