Removes provisions from Idaho Code sections 49-105, 49-201, 49-202, and 49-208 that restricted local authority regulation of speed limits on state highways.

Authorizes incorporated cities to establish lower maximum speed limits on portions of state highways (excluding controlled-access and interstate highways) that pass through residential, urban, or business districts for safety purposes.

Requires local authorities to base speed limit alterations on traffic engineering studies approved by the Idaho Transportation Department, with consultation between the department and local authorities.

Allows the Idaho Transportation Department Board to adopt local traffic studies if disagreement exists between the department and local government over speed limit changes.

Requires 30-day advance written notice from cities to the Department before implementing speed limit changes, during which the Department may assist with implementation such as providing transitional signage.
