Appropriates $8,163,300 to the Department of Insurance for the fiscal year July 1, 2012 through June 30, 2013, distributed among Insurance Regulation ($7,110,800) and State Fire Marshal ($1,052,500) programs.

Limits the Department of Insurance to a maximum of 72 full-time equivalent positions during the appropriation period, unless specifically authorized by the Governor with notification to the Joint Finance-Appropriations Committee.

Authorizes a 2% pay increase for all classified and nonclassified permanent performing employees rated as "achieves" or better on performance evaluations.

Directs agencies to use excess personnel cost appropriations and salary savings from turnover to fund merit increases for permanent and temporary state employees.

Supports funding increases for health insurance benefit costs and directs the Department of Administration to maintain the current benefit package, potentially requiring employee cost-sharing for increased health insurance expenses.
