Appropriates $18,725,400 to the Idaho Attorney General for fiscal year 2013 (July 1, 2012 through June 30, 2013), divided between State Legal Services ($18,056,000) and Special Litigation ($669,400).

Authorizes the Attorney General to employ no more than 193.6 full-time equivalent positions during fiscal year 2013, unless specifically authorized by the Governor with notice to the Joint Finance-Appropriations Committee.

Exempts the Attorney General from transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between object codes and programs, except that appropriations cannot be transferred between different funds without express legislative approval.

Directs all classified and nonclassified permanent employees rated as "achieves" or better on performance evaluations to receive a 2% pay increase.

Supports funding increases in health insurance benefit costs and directs the Department of Administration to maintain the current benefit package, with possible cost sharing by employees for increased insurance expenses.
