Appropriates $2,053,300 from the General Fund to the Office of the State Appellate Public Defender for the period July 1, 2012, through June 30, 2013, comprised of $1,672,100 for personnel costs and $381,200 for operating expenditures

Authorizes the Office of the State Appellate Public Defender no more than 22 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor, with prompt notification to the Joint Finance-Appropriations Committee for any increases

Directs agencies with excess personnel cost appropriations or salary savings from turnover to use such funding for merit increase components to reward permanent and temporary state employees

Provides funding for a 2% pay increase for all classified and nonclassified permanent performing employees rated as "achieves" or better on performance plans

Directs the Department of Administration to maintain the current health insurance benefit package while potentially requiring employee cost sharing for increased plan costs
