Appropriates additional $7,589,600 to the Department of Fish and Game for fiscal year 2012 (July 1, 2011 - June 30, 2012) across multiple programs and funding sources.

Appropriates $93,068,800 to the Department of Fish and Game for fiscal year 2013 (July 1, 2012 - June 30, 2013) for Administration, Enforcement, Fisheries, Wildlife, Communications, Engineering, and Winter Feeding and Habitat Improvement programs.

Limits Department of Fish and Game to no more than 567 full-time equivalent positions during July 1, 2012 through June 30, 2013, unless specifically authorized by the Governor.

Authorizes 2% pay increase for all classified and nonclassified permanent performing employees rated as "achieves" or better on performance plans; directs funding for increased health insurance costs while maintaining current benefit packages to extent possible.

Declares an emergency for Section 1 (fiscal year 2012 appropriations) to be in effect upon passage and approval.
