Appropriates $2,267,300 to the Secretary of State and $41,000 to the Commission on Uniform Laws from the General Fund for fiscal year July 1, 2012 through June 30, 2013

Authorizes the Secretary of State no more than 29 full-time equivalent positions during the appropriation period, with any increases requiring Governor authorization and Joint Finance-Appropriations Committee notification

Provides 2% pay increase for all classified and nonclassified permanent performing employees rated "achieves" or better on performance plans, including probationary permanent employees making satisfactory progress

Directs agencies with excess personnel costs or salary savings from turnover to use such funding for merit increase components to recognize and reward permanent and temporary state employees

Supports funding increases for health insurance benefit costs and directs the Department of Administration to maintain current benefit packages, which may require employee cost sharing for increased insurance plan expenses
