Appropriates $4,895,700 to the Idaho State Historical Society for fiscal year 2013 (July 1, 2012 through June 30, 2013) from General Fund, Miscellaneous Revenue Fund, Capitol Endowment Income Fund, and Federal Grant Fund.

Limits the Idaho State Historical Society to no more than 47.02 full-time equivalent positions during the appropriation period, unless specifically authorized by the Governor.

Authorizes a 2% pay increase for all classified and nonclassified permanent performing employees rated as "achieves" or better on performance plans.

Directs agencies to use excess personnel cost appropriations or salary savings from turnover for merit increase components to recognize and reward employees.

Supports funding increases for health insurance benefits costs and directs the Department of Administration to maintain current benefit packages, with possible employee cost sharing for increased health insurance expenses.
