Appropriates $46,137,600 to the Department of Lands for fiscal year 2013 (July 1, 2012 through June 30, 2013) across five programs: Support Services, Forest Resources Management, Land/Range/Mineral Resource Management, Forest and Range Fire Protection, and Scaling Practices.

Authorizes the Department of Lands to maintain no more than 260.47 full-time equivalent positions during the fiscal year, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Directs agencies to provide a 2% pay increase for all classified and nonclassified permanent employees rated as "achieves" or better on performance plans, and authorizes use of excess personnel cost appropriations for merit increases.

Requires the Department of Administration to maintain current health insurance benefit packages to the extent possible, which may require employee cost sharing for increased health insurance expenses.

Exempts the Department of Lands from object transfer limitations for the Forest and Range Fire Protection Program, allowing unlimited transfers between object codes for fiscal year 2013.
