Revises the percentage adjustments applied to Idaho school districts' salary-based apportionments for fiscal years 2012-2017 and thereafter.

Reduces the adjustment percentages from the original amounts (e.g., 2013 changes from 4.05% to 1.67%, 2014 from 6.30% to 3.92%, 2017+ from 5.74% to 3.36%).

Maintains base salary of $23,123 for instructional staff and minimum salary of $30,000 for full-time instructional staff members.

Includes a contingent sunset provision that voids the entire act if Chapter 247, Laws of 2011 is rejected through voter referendum in November 2012.
