• Appropriates $134,414,300 total to the Department of Health and Welfare for fiscal year 2013 (July 1, 2012 - June 30, 2013) across three divisions: Independent Councils ($4,762,500), Indirect Support Services ($38,219,700), and Public Health Services ($91,432,100).

• Authorizes maximum full-time equivalent positions of 10 for Independent Councils, 270.05 for Indirect Support Services, and 213.5 for Public Health Services, with Governor authority to increase positions subject to Joint Finance-Appropriations Committee notification.
