Amends Section 4 of Chapter 298, Laws of 2011, to increase appropriations to the Department of Health and Welfare for the fiscal year July 1, 2011, through June 30, 2012.

Increases the Grand Total appropriation from $2,235,689,500 to $2,268,050,600, an increase of $32,361,100 across personnel costs, operating expenditures, capital outlay, and trustee/benefit payments.

Adjusts funding allocations across 24 programs including Child Welfare, Foster & Assistance Payments, Medicaid Plans, Mental Health Services, and Physical Health Services.

Funds are distributed among multiple sources including Cooperative Welfare (General, Dedicated, and Federal), Hospital Assessment Fund, Idaho Health Insurance Access Card Fund, and various dedicated program funds.

Declares an emergency, making the act effective immediately upon passage and approval.
