Appropriates $446,362,200 total for fiscal year 2013 (July 1, 2012 through June 30, 2013) to Idaho's four public universities: Boise State University ($146,489,300), Idaho State University ($119,562,900), University of Idaho ($149,553,800), and Lewis-Clark State College ($26,238,100), plus systemwide funding ($4,518,100).

Reappropriates any unexpended and unencumbered balances from dedicated funds and federal funds appropriated for fiscal year 2012 for use in nonrecurring expenditures during fiscal year 2013.

Directs that a 2% pay increase be provided to all classified and nonclassified permanent performing state employees, including adjunct faculty, and supports funding increases for health insurance benefits with potential cost-sharing by employees.

Allocates specific amounts from systemwide General Fund appropriations: up to $140,000 for Office of State Board of Education systemwide needs, approximately $1,435,500 for Higher Education Research Council missions and goals including the Idaho Incubation Fund, and up to $942,600 for instructional technology projects.

Allows up to $2,000,000 in competitive university research funding for the Idaho Global Entrepreneurial Mission (IGEM) University Research Initiative as seed funding with carryover of General Funds permitted, and exempts institutions from normal object and program transfer limitations for fiscal year 2013.
