Authorizes the Idaho Youth Challenge Program to receive and expend federal funds and state alternative secondary school funding in addition to private contributions.

Allows the school district where the Youth Challenge Program is located to take steps to have the program designated as an alternative secondary school.

Removes the sunset provision that would have terminated the program on July 1, 2014, and extends the sunset date to July 1, 2015.

Maintains the program's core structure: a 22-week residential phase focusing on education and life skills, plus a 12-month post-residential phase with mentors supporting graduates.

Permits program discontinuation only by joint letter from the legislature and governor if annual funding becomes inadequate.
