House Bill 667 - Liquor License Amendments

• Licenses originally issued before July 1, 2012, may be transferable upon sale according to section 23-908 provisions, while licenses issued on or after July 1, 2012, are non-transferable except for spousal transfers, bankruptcy/receivership situations, estate transfers, partnership dissolutions, and family transfers.

• Establishes that licenses remaining in effect at their original location for 10 consecutive years or longer are deemed validly issued and may be renewed annually if the applicant meets disqualification standards under section 23-910.

• Permits issuance of licenses for gondola resort complexes with fees equal to golf course rates under section 23-904(6), and allows restaurant licenses in resort cities authorized to collect local-option nonproperty taxes subject to mayor and city council approval, with a 5-year prohibition on obtaining such licenses after selling a transferable license.

• Specifies that convention center, continuous operation facility, equestrian facility, and resort city restaurant licenses are non-transferable to other locations.

• Defines "restaurant" as an establishment with a commercial kitchen (including type one hood and cooking equipment) that prepares and serves complete meals for on-premises consumption during operating hours.
