Appropriates $3,190,300 to the Lava Hot Springs Foundation for the period July 1, 2012 through June 30, 2013, comprised of $940,700 for personnel costs, $740,000 for operating expenditures, and $1,509,600 for capital outlay.

Authorizes the Lava Hot Springs Foundation to employ no more than 13.8 full-time equivalent positions during fiscal year 2013, unless specifically authorized by the Governor with prompt notification to the Joint Finance-Appropriations Committee.

Directs the Department of Administration to maintain the current state insurance benefit package to the extent possible, allowing for employee cost sharing to cover increased health insurance expenses.

Provides a 2% pay increase for all classified and nonclassified permanent employees rated as "achieves" or better on performance evaluations, including probationary permanent employees making satisfactory progress.

Permits agencies with excess personnel cost appropriations or salary savings from turnover to use such funding for merit increase components to reward permanent and temporary state employees.
