Appropriates $2,706,500 to the Soil and Water Conservation Commission for fiscal year 2013 (July 1, 2012 through June 30, 2013) from General Fund ($2,306,400), Resource Conservation and Rangeland Development Fund ($290,100), Administration and Accounting Services Fund ($20,000), Clean Water Revolving Loan Fund ($30,000), and Federal Grant Fund ($60,000).

Limits the Soil and Water Conservation Commission to no more than 16 full-time equivalent positions during the fiscal year 2013 period, unless specifically authorized by the Governor with Joint Finance-Appropriations Committee notification.

Directs agencies to use excess personnel cost appropriations or salary savings from turnover for merit increases to recognize and reward permanent and temporary state employees.

Provides funding for a 2% pay increase for all classified and nonclassified permanent performing employees, defined as those rated "achieves" or better on performance plans.

Supports funding increases in health insurance benefit costs and directs the Department of Administration to maintain current benefit packages, which may require cost sharing by employees for increased health insurance expenses.
