Allows school districts to spend local maintenance match moneys on other one-time, nonpersonnel costs at district discretion for the fiscal year July 1, 2012, through June 30, 2013, only.

Requires the State Department of Education to calculate the allowable amount by first subtracting all plant facility levy funds levied for tax year 2012 from the local maintenance match requirement.

Requires further subtraction of funds necessary to fully remediate all recommendations and code violations from the most recent Division of Building Safety inspection of each student-occupied building.

Excludes from the required remediation calculations any recommendations where the least expensive solution is building replacement.

Requires school districts to provide information to the State Department of Education as needed to implement these provisions.
