Appropriates $15,094,700 to the Industrial Commission for fiscal year 2013 (July 1, 2012 through June 30, 2013) across four programs: Compensation ($5,401,000), Rehabilitation ($3,569,400), Crime Victims Compensation ($3,798,100), and Adjudication ($2,326,200)

Limits the Industrial Commission to no more than 137.25 full-time equivalent positions during the fiscal year, unless additional positions are specifically authorized by the Governor

Provides a 2% pay increase for all classified and nonclassified permanent performing employees rated as "achieves" or better on performance evaluations

Directs agencies to use excess personnel cost appropriations or salary savings from turnover to fund merit increases for permanent and temporary state employees

Supports funding for increases in health insurance benefit costs and directs the Department of Administration to maintain current benefit packages, with potential cost-sharing by employees for increased insurance expenses
