Appropriates $1,916,400,800 to the Department of Health and Welfare for Medical Assistance Services and Licensing and Certification divisions for fiscal year 2013 (July 1, 2012 through June 30, 2013).

Authorizes a maximum of 208 full-time equivalent positions for Medical Assistance Services and 60 positions for Licensing and Certification, with any increases requiring Governor approval and notification to the Joint Finance-Appropriations Committee.

Allows transfers of trustee and benefit payments funding in excess of 10% among Coordinated, Enhanced, and Basic Medicaid Plans, but prohibits transfers to other programs or expense classes.

Requires the Department of Health and Welfare to submit monthly reports comparing Medicaid forecasts to actual expenditures and quarterly reports on implementation of House Bill No. 260 and the Medicaid Managed Care Implementation Plan.

Directs agencies to provide a 2% pay increase for classified and nonclassified permanent performing employees and authorizes use of salary savings for merit increases to recognize state workers.
