Appropriates $48,959,000 to the Supreme Court and related judicial entities for fiscal year 2013 (July 1, 2012 through June 30, 2013), distributed across Supreme Court ($6,074,400), District Courts ($18,961,800), Magistrates Division ($15,585,200), Court of Appeals ($1,575,000), and other judicial programs.

Exempts the Supreme Court from object and program transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between object codes and programs for appropriated moneys during fiscal year 2013.

Transfers $601,700 from the General Fund to the Guardian Ad Litem Fund on July 1, 2012, with an additional $606,700 appropriated to the Guardian Ad Litem Account for fiscal year 2013.

Directs state agencies to provide a 2% pay increase for all classified and nonclassified permanent performing employees and authorizes use of excess personnel cost appropriations for merit increases.

Supports maintaining current health insurance benefit packages for state employees and authorizes cost sharing by employees for increased health insurance expenses.
