Appropriates $1,076,400 to the Office of Drug Policy for fiscal year 2013 (July 1, 2012 through June 30, 2013), comprised of $1,072,900 from the General Fund and $3,500 from the Miscellaneous Revenue Fund.

Authorizes the Office of Drug Policy a maximum of 3 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor, with prompt notification to the Joint Finance-Appropriations Committee of any increased positions.

Provides a 2% pay increase for all classified and nonclassified permanent state employees who have achieved "achieves" or better performance ratings, including probationary permanent employees making satisfactory progress.

Directs agencies to use excess personnel cost appropriations or salary savings from turnover to fund a merit increase component for permanent and temporary state employees.

Supports funding increases for health insurance benefit costs and directs the Department of Administration to maintain the current benefit package, potentially requiring employee cost sharing for increased health insurance expenses.
