Grants the director of the Department of Administration exclusive control over capitol mall properties located between blocks 1 and 136 on the Boise City original townsite plat, including buildings, grounds, and utilities.

Authorizes the director to promulgate rules for use of capitol mall properties, including permit requirements for various uses, with violations classified as infractions.

Allows state public entities to request that rules governing the capitol mall apply to additional properties they own or control outside the designated mall area.

Vests primary law enforcement responsibility for the capitol mall with the Idaho State Police director, while granting concurrent jurisdiction to Ada County and the City of Boise.

Requires the director to promulgate rules within 30 days of the bill's effective date, with those rules taking effect no earlier than 30 days after the bill becomes law; declares an emergency.
