Amends fiscal year 2012 appropriation by reallocating funds from operating expenditures to personnel costs for health education programs administered by the State Board of Education and University of Idaho Board of Regents.

Appropriates $10,925,200 for fiscal year 2013 (July 1, 2012 through June 30, 2013) for seven health education programs including Washington-Idaho Veterinary Education, WWAMI Medical Education, Idaho Dental Education, University of Utah Medical Education, Family Medicine Residencies, WICHE, and Psychiatry Residency.

Authorizes a maximum of 20.5 full-time equivalent positions during fiscal year 2013, with any increases requiring specific Governor authorization and Joint Finance-Appropriations Committee notification.

Directs agencies to use excess personnel cost appropriations and salary savings for merit increases; provides 2% pay increase for all classified and nonclassified permanent performing employees and funding for health insurance benefit cost increases.

Reappropriates any unexpended and unencumbered balances of dedicated funds and federal funds from fiscal year 2012 for nonrecurring expenditures in fiscal year 2013.
