Honors General Darrell V. Manning for his military and public service to Idaho, including six years of active Air Force duty (1955-1961), 12 years in Air Force Reserve, and service during the Cuban Missile Crisis, Dominican Republic crisis, and Vietnam War.

Recognizes his Idaho National Guard service from 1973 to 1985, earning 25 military ribbons and medals, logging 5,700 hours of military flying and 8,000 hours as a civilian pilot, and flying 65 different aircraft.

Commends his legislative service as Idaho House member from District 34 for four terms (1961, 1963, 1965, 1967), Idaho Senate member (1971-72), including service on multiple committees and two terms as minority leader.

Recognizes his executive service under eight governors as first director of the Idaho Transportation Department (1974-1985), Adjutant General of the Idaho National Guard (1985 onward), and various other state positions, plus his 2005 appointment to the Transportation Board.

Directs the Chief Clerk to deliver a copy of the resolution to General Manning upon his retirement announced on November 28, 2011.
