Urges the President, Executive Branch agencies, and Congress to implement the Beyond the Border Action Plan on Perimeter Security and Economic Competitiveness and the Action Plan on Regulatory Cooperation between the United States and Canada, both released in December 2011.

Requests that U.S. appointees to the Beyond the Border Working Group and Regulatory Cooperation Council receive necessary resources to achieve the action plans' goals in four areas: addressing threats early, trade facilitation and economic growth, cross-border law enforcement, and critical infrastructure and cybersecurity.

Identifies Canada as one of Idaho's top trading partners and emphasizes that Idaho companies depend on integrated cross-border supply chains and production processes.

States the Regulatory Cooperation Council's action plan will reduce trade barriers and lower costs for consumers and businesses through alignment of regulatory approaches in agriculture, food, transportation, health, chemical management, and environmental areas without compromising safety or environmental standards.

Directs the House Chief Clerk to transmit copies of the memorial to the President, relevant Cabinet secretaries, Congress, and Idaho's congressional delegation.
