Amends Idaho Code Section 33-514 to revise written evaluation requirements for certificated school employees on annual contracts, with evaluations completed before February 1 of each year including parent and guardian input.

Requires a second evaluation portion for all evaluations conducted after June 30, 2012, comprising at least 50% of the total evaluation and based on objective measures of student achievement growth and parent/guardian input.

Mandates objective measures of growth in student achievement comprise at least 50% of the total written evaluation score.

Prohibits civil action for money damages from arising due to failure to comply with the evaluation requirements.

Declares an emergency effective upon passage and approval, with provisions becoming null and void if Chapter 96 of the 2011 Laws is rejected by voter referendum in November 2012.
