Amends Idaho Code Section 18-4003 to expand the definition of first-degree murder to include unlawful discharge of a firearm at an inhabited dwelling house, occupied building, occupied motor vehicle, inhabited mobile home, inhabited travel trailer, or inhabited camper where a reasonable person would know or have reason to know the structure would likely have a person or persons inside.

Maintains existing first-degree murder provisions including murder perpetrated by poison, lying in wait, torture, or willful, deliberate and premeditated killing.

Retains first-degree murder classifications for murders of peace officers, executive officers, court officers, firemen, judicial officers, or prosecuting attorneys acting in official capacity.

Keeps first-degree murder provisions for murders committed by persons under sentence for murder, persons on parole or probation from murder sentences, and murders committed during certain felonies including aggravated battery on a child under twelve years of age, arson, rape, robbery, burglary, kidnapping, mayhem, or terrorism.

Preserves first-degree murder classification for murders committed by incarcerated persons against institutional employees, other inmates, or visitors, and for murders committed while escaping or attempting to escape from a penal institution.
