Amends Idaho Code Section 33-601 to authorize school district boards of trustees to use vacant land for community center purposes or other public purposes.

Allows boards to establish a policy of charges, if any, for the use of school buildings or vacant land designated for community or public purposes.

Maintains existing requirements that property appraisals be conducted by state-certified appraisers and recorded in board records before purchase or disposal of real property.

Preserves existing provisions requiring two-thirds elector approval in elementary school districts for site designation or changes, except for highway removals.
