Removes the word "revoked" from Section 54-2012 in the provision prohibiting individuals with revoked, suspended, or surrendered licenses within the past 5 years from obtaining a primary Idaho real estate license.

Establishes a five-year waiting period after license revocation for disciplinary violations involving fraud, misrepresentation, or dishonest dealing, after which applicants may request an exemption review based on factors including severity of violation, time elapsed, rehabilitation efforts, and relationship to real estate practice.

Creates a similar five-year waiting period and exemption review process for applicants with felony convictions, requiring consideration of crime severity, time passed, pattern of incidents, circumstances, relevance to real estate practice, and evidence of rehabilitation.

Amends Section 54-2093 to remove the obsolete term "or made by any subagent" from the vicarious liability statute, clarifying that licensees are not liable for client misrepresentations unless they had actual knowledge or should have reasonably known of them.
