Changes filing location for foreign judgments from "any" district court to the district court in the county where the person's residence or domicile is located, to which the foreign judgment applies.

Allows foreign judgments to be filed in any county district court if the residence or domicile of the person or entity cannot be reasonably determined.

Requires clerks to treat filed foreign judgments the same as judgments of Idaho district courts regarding procedures, defenses, and proceedings for reopening, vacating, or staying.

Maintains exceptions prohibiting modification of child custody judgments unless the court has jurisdiction under the Uniform Child Custody Jurisdiction and Enforcement Act (chapter 11, title 32, Idaho Code).

Maintains exception prohibiting modification of child support judgments unless the court has personal jurisdiction over all parties, and specifies that registering a support judgment does not constitute submission to personal jurisdiction.
