Adds repair waiver and hardship waiver options to motor vehicle inspection and maintenance programs, which may be based on model year, fuel, size, or other factors.

Requires the director of the Department of Environmental Quality to review air quality data every five years beginning in 2013 and make recommendations to the legislature on whether established programs should be continued, modified, or terminated.

Establishes maximum inspection fee of $20.00 per vehicle and limits inspections to no more than once every two years.

Exempts electric or hybrid vehicles, new vehicles less than five years old, classic automobiles, motorized farm equipment, and vehicles engaged solely in agriculture from inspection and maintenance program requirements.
