Beginning in fiscal year 2013, students attending multiple school districts or charter schools, or enrolled in online courses where their home district is not the content provider, have attendance counted and divided proportionally based on time spent at each location.

Online courses provided under a contract with the school district or charter school are exempt from fractional attendance counting.

Online courses that cause total course enrollment to exceed the maximum periods of instruction offered at the school are subject to fractional counting, with parents responsible for costs unless the school district pays.

School districts and charter schools must notify parents at registration if any online courses exceed the maximum number of periods offered.

"Online course" is defined as a course delivering synchronous and/or asynchronous instruction primarily through technology with the instructor not physically present at the student's location, including blended courses where the majority of instruction is delivered online.
