Amends Section 37-2730A, Idaho Code to require practitioners to obtain and review prescription monitoring program reports before prescribing Schedule II, III, or IV controlled substances for new patients or patients without controlled substance prescriptions in the preceding 12 months.

Practitioners must assess whether the controlled substance prescription is medically necessary based on the 12-month report from the prescription monitoring program established by the board.

Requirement applies when: the patient is a new patient of the practitioner, or the patient has not received any controlled substance prescription from the practitioner in the preceding 12 months.

Maintains existing board authority to maintain the prescription tracking program, identify violations, report to appropriate agencies, and provide de-identified information for educational, research, or public information purposes.

Preserves existing liability protections for the state, board, agencies, and persons in proper possession of prescription monitoring program information unless malice, criminal intent, gross negligence, or reckless and willful conduct is shown.
