Prohibits state contractors and prospective state contractors from making or soliciting contributions to candidates for governor, lieutenant governor, attorney general, state controller, secretary of state, and state treasurer, as well as their political committees, effective January 1, 2013.

Prohibits state contractors and prospective state contractors from making or soliciting contributions to candidates for state senator and state representative, as well as their political committees, effective January 1, 2013.

Defines "state contract" as agreements valued at $50,000 or more (or $100,000+ annually in combination) with state agencies or political subdivisions for services, goods, construction, land/building acquisition, licensing, or grants/loans.

Allows state agencies to void existing contracts and prohibits awarding new contracts for one year to contractors who violate contribution prohibitions, unless the secretary of state determines mitigating circumstances exist; prohibits improper contributions if returned within 30 days.

Establishes civil fines up to $250 for individuals and $2,500 for other persons who violate prohibitions; misdemeanor penalties include up to six months imprisonment; requires state agencies to maintain and report contractor lists to the secretary of state monthly.
